Introducing the Social Tenants Access to Information Requirement scheme

The Social Tenants Access to Information Requirements (STAIRs) is a new government policy designed to improve transparency and accountability in social housing, and make it easier for residents to find key information.
From today (1 October 2026), providers of social housing like Brunelcare must publish certain information about how they operate, how they spend money, the homes they manage, their performance, and the services they provide.
We have already published much of the information we are required to provide through STAIRs on our website, but have now grouped the information into categories on our STAIRs webpage to help tenants find what they are looking for. This includes information on:
- Governance and decision making
- Finance and spending
- Housing stock management
- Performance
- Housing services and resident liaison
- Social housing management
- Lists and registers
Phase 2 of STAIRs then comes into effect on 1 April 2027, where Brunelcare tenants and shared owners will be able to formally request information from Brunelcare. We will provide an update with details on how to ask for information before this requirement comes into effect in April 2027.
